摘要
目的为保证中药饮片质量,降低中药饮片价格,建立适合本院发展的中药饮片招标方案。方法依据国家和地方法律法规中对药品招标的要求,参考其他医院做法,遵循"公平、公正、公开"的原则,采用"双盲法"和定量评价,制订中药招标评选方案,同时建立质量动态监测机制、淘汰机制和违约补偿机制,对中标供应商进行约束,保障中药饮片质量,减少价格异常波动,使招标行为真正发挥监管的作用。结果 3次招标共中标401种中药饮片:263个品种降价,占65.59%;19个品种平价,占4.74%。全部品种总体价格下降12.59%。结论 本院开展的中药饮片招标工作保障了中药饮片质量优良和价格公正,降低了百姓看病费用,其模式可供中医医院药事管理者参考和借鉴。
Objective To ensure the quality and lower the price of Chinese medicinal decoction pieces,bidding on Chinese medicinal decoction pieces was established.Methods According to national and local laws and regulations on drug bidding and hospital practice,the bidding on Chinese herbal decoction pieces was conducted openly,fairly and impartially.Double blinding and quantitative evaluation were used.Meanwhile,dynamic quality monitoring,elimination and default compensation were also used for the suppliers to guarantee the decoction quality and reduce abnormal price fluctuations.The bidding was meant to help supervise the market behaviors.Results A total of 401 kinds of Chinese medicinal decoction pieces were included in three biddings.The price of 263 kinds was reduced,accounting for 65.59%.Prices of 19 kinds were unchanged,accounting for 4.74%of the total.The overall price of all varieties was decreased by 12.59%.Conclusion The bidding helps guarantee the quality and fair price of Chinese medicinal decoction pieces,and reduce the cost of medical treatment.
