乡村振兴中湖南长株潭耕地重金属污染治理府际责任分担机制探析

Analysis on the Inter-governmental Responsibility-sharing Mechanism of Heavy Metal Pollution Control in Hunan Chang-Zhu-Tan Cultivated Land in Rural Revitalization

耕地重金属污染的有效治理离不开府际间的合作共治,关键在于构建公平合理的府际责任分担机制。按照耕地重金属污染治理中政府责任的依据及府际责任分担机制的内容,对长株潭试点区实地调研发现,耕地重金属污染治理府际责任分担存在地方政府落实耕地重金属污染治理政策不到位;职责不清,碎片化治理;宣传教育引导不力,社会参与度低;保障制度缺失,责任分担缺乏可操作性等问题。合理界定耕地重金属污染治理中央地间的权责关系、建立耕地重金属污染治理中部门间的部际合作责任、明确耕地重金属污染治理中地方政府的教育引导责任,完善耕地重金属污染治理中府际责任分担的保障制度,构建乡村振兴中耕地重金属污染治理府际的责任分担机制。

The effective governance of heavy metal pollution in cultivated land is inseparable from the cooperation and co-governance between governments,and the key is to build a fair and reasonable inter-governmental responsibility sharing mechanism.According to the basis of the government′s responsibility and the content of the inter-governmental responsibility sharing mechanism in the treatment of heavy metal pollution in cultivated land,field investigation in the pilot area of Chang-Zhu-Tan has found that,the responsibility-sharing of heavy metal pollution control in cultivated land lies in the following aspects:the local governments are not in place to carry out the policy of heavy metal pollution control in cultivated land;their duties are unclear and the control of heavy metal pollution is fragmented;the propaganda and education are not effective and the social participation is low;and the safeguard system is absent,the lack of operability in the sharing of responsibilities.To rationally define the power-responsibility relationship between the central government and the central government for the control of heavy metal pollution in cultivated land,to establish the inter-ministerial cooperation responsibility in the control of heavy metal pollution in cultivated land,and to clearly define the education and guidance responsibility of local governments in the control of heavy metal pollution in cultivated land,we should improve the guarantee system of responsibility-sharing between governments in the treatment of heavy metal pollution in cultivated land,and establish the responsibility-sharing mechanism of heavy metal pollution treatment between governments in rural revitalization.
