新中国成立初期,中国共产党在构建党和国家监督体系上做出了有益的探索,其做法和经验值得深入总结。这一时期党和国家的监督体系由最初建构党内监督、行政监察、司法监督、社会监督"四位一体"的监督格局,经实践中调整和改革,产生了一系列成果。总结新中国成立初期党和国家监督体系的历史演变,对新时代完善党和国家监督体系有着重要借鉴意义:要坚持和加强党对监督体系的全面领导,要通过体制机制改革提升监督的效能,要实现党内监督和国家监察的有机统一,要发挥社会监督力量,形成有效的监督合力。

In the early days of People’s Republic of China,the Communist Party of China,which had just came to power,made useful practices in exploring the supervision system of the Party and state,and their practices and experiences are worth in-depth summary.During this period,the supervision system of the Party and state initially constructed the"four-in-one"supervision pattern of intra-party supervision,administrative supervision,judicial supervision,and social supervision.Adjustments and reforms further strengthened the supervision power within the Party,the supervision of the People’s Congress began to rise,and the administrative supervision gradually declined,social supervision took a detour in a period.Summarizing the historical evolution of the supervision system of the Party and state in the early days of People’s Republic of China has important reference significance for improving the supervision system of the Party and state in the new era:we must uphold and strengthen the Party’s overall leadership of the supervision system,improve the effectiveness of supervision through the reform of institutional mechanisms,realize the organic unification between the intra-Party supervision and the state supervision,give full play to the power of social supervision and form effective supervisory joint force.
