摘要
20世纪90年代,曾有人宣称一个"无国界的世界"已经到来,但也有人持相反观点,这表明了世界体系的复杂性和不稳定性(Jussi et al.,2017)。随着全球化的发展,"主权"一词的意义不断遭受挑战。跨国公司的涌现造成国家监管上的困难;非法移民的出现暴露了国家边界的管理弊端;国际组织的超国家特权与本国法律之间也矛盾重重。探讨全球化与主权之间的辩证关系,通过分析发现全球化在全球诸多方面起着不可替代的作用,而且各国针对二者的矛盾采取了一定的应对措施。同时,分析"主权"一词意义自身的变迁。
In the 1990 s,some people called for a"boundless world",but others hold an opposite view,which shows the complexity and instability of global system.With the development of globalisation,the meaning of sovereignty has been challenged.The populairty of translational companies makes it difficult for countries to regulate.Illegal immigrants show the mismanagement of borders and the supranational privileges enjoyed by international organisations sometimes are also incompatible with national laws.This essay aims to explore the relations between globalisation and sovereignty.By analysing the important role globalisation plays in the global development,effective measures taken by China and other countries to solve the incompatibility between globalisation and sovereignty,and the changes of the sovereignty meaning per se,this essay argues that globalisation and sovereignty combined could realise a win-win result.
