建设项目征地过程中耕地占补平衡及永久基本农田补划研究——以新田水库为例

Study on the Balance of Cultivated Land Occupation and Compensation and the Compensation of Permanent Basic Farmland in the Process of Land Acquisition for Construction Projects——Taking Xintian Reservoir as an Example

为加强耕地保护、严控非农建设项目占用永久基本农田,以拟建新田水库项目为例,通过耕地占补平衡和永久基本农田补划方法,确保耕地保有量和永久基本农田面积不减少、质量不降低。本文简要介绍了耕地占补平衡与项目区域水利建设概况,阐述了新田水库项目用地情况,详细讨论了新田水库项目用地占补情况,包括土地利用总体规划主要指标控制、耕地占补平衡方案、基本农田补划情况,提高了土地资源配置和利用效率,实现了土地的节约集约利用、保护耕地及永久基本农田的目标任务,以此严守耕地红线,保障国家粮食安全。

In order to strengthen the protection of cultivated land, strictly control the occupation of permanent basic farmland for non-agricultural construction projects, taking the proposed Xintian reservoir project as an example, through the method of the balance of cultivated land occupation and compensation and the compensation of permanent basic farmland, to ensure that the amount of cultivated land and the area of permanent basic farmland will not be decreased and the quality will not be degraded. This paper briefly introduces the balance of cultivated land occupation and compensation and the general situation of water conservancy construction in the project area, expounds the land use situation of Xintian reservoir project, and discusses in detail the cultivated land occupation and compensation situation of Xintian reservoir project, including the main index control of overall land use planning, the balance scheme of cultivated land occupation and compensation, and the compensation of basic farmland, which improves the efficiency of allocation and utilization of land resources, realizes the economical and intensive use of land, and the target task of protecting cultivated land and permanent basic farmland, so as to strictly guard the red line of cultivated land and ensure the national food security.
