摘要
随着公众对公共部门服务水平的要求不断提高,公共部门要引领民众实现各层各类战略目标,其人力资源管理也上升到战略的层次。通过分析公共部门人力资源管理的现状,提出实现组织战略目标的关键是构建公共部门战略人力资源管理系统。在实施过程中加强人力资源管理强度,在基于战略的绩效分析和评估中不断修正和完善,以保证公共部门人力资源队伍不断升级,为公众提供优质的服务和产品,持续创造组织价值并实现组织战略目标。
With the increasing demands of the public on the service level of the public sector, the public sector should lead the public to achieve various strategic objectives at all levels, and its human resource management has also risen to the strategic level. Based on the analysis of the current situation of human resource management in public sector, this paper puts forward that the key to achieve organizational strategic objectives is to build a public sectors’ strategic human resource management system. In the process of implementation, we should strengthen the intensity of human resource management and constantly revise and improve it in the performance analysis and evaluation based on strategy, so as to ensure the continuous upgrading of human resource team in the public sector, to provide high-quality services and products for the public, continuously create organizational value and achieve organizational strategic objectives.
