On the Modernization of Governance System and Governance Capacity of Vocational Colleges with Mixed Ownership

当前,在对混合所有制职业院校研究中,"治理体系和治理能力现代化"一词有不断被泛化和滥用的倾向。基于对"治理""治理体系和治理能力"以及"现代化"的认识,对混合所有制职业院校治理体系和治理能力现代化的概念进行重新界定,并从健全规范的制度体系是基础、科学合理的治理结构是支撑以及顺畅高效的运行效率是标志等方面对其内在蕴意作了详细阐述。在此基础上,提出衡量混合所有制职业院校治理体系和治理能力现代化的标准是治理主体多元化、治理制度体系化、治理结构扁平化、治理手段综合化以及治理环境协同化,这反映了混合所有制职业院校治理体系和治理能力的发展趋势和发展程度。

At present, in the study of vocational colleges with mixed ownership, the term "modernization of governance system and governance capacity" tends to be constantly generalized and abused. Based on the understanding of "governance", "governance system and governance capacity", and "modernization", this paper redefines the concept of the modernization of governance system and governance capacity of vocational colleges with mixed ownership, and elaborate on its connotation. The explained aspects include a standardized institutional system, a scientific and reasonable governance structure, and smooth and efficient operation efficiency. On this basis, this paper proposes that the standards for measuring the modernization of vocational colleges with mixed ownership are the diversification of governing subjects, the institutionalization of governance systems, flattening of governance structure, integration of management methods, and coordination of governance environment. This reflects the development trend and degree of the governance system and governance capacity of vocational colleges with mixed ownership.
