省域一流大学建设的推进策略研究——基于23个地区政策文本的分析

Research on the Promotion Strategies for the Construction of Provincial First-class Universities:An Analysis Based on 23 Local Policy Texts

近年来,各省级政府出台“双一流”建设对接方案。通过分析政策文本发现,地方一流大学建设过程中形成了学科建设模式、平台建设模式和整体推进模式等三种建设策略。从方案制定到落地实施是循序渐进的过程,既要满足地方经济社会转型发展需要,也要建立稳定的经费投入机制,持续完善高校内部治理体系,保障地方一流大学建设目标的实现。

In recent years,all provincial governments have issued"double first-class"construction policies.Based on the analysis of policy texts,it is found that the construction strategies of discipline construction model,platform construction model and comprehensive promotion model have been formed during the construction of local first-class universities.From program formulation to its implementation,it is a gradual process,which not only meets the needs of local economic and social transformation and development,but also establishes a stable funding mechanism,improves the internal governance system of universities,and ensures the realization of the construction goal of local first-class universities.
