“厕所革命”中政府职责探析——江苏省南通市“改厕”的启示

Analysis of the Government’s Responsibilities in the “Toilet Revolution”——Enlightenment of “Toilet Improvement” in Nantong City,Jiangsu Province

"厕所革命"是乡村振兴战略的一项重要工作,习近平总书记也曾就推进"厕所革命"做出重要指示,强调"小厕所,大民生",要坚持不懈推进"厕所革命",努力补齐影响群众生活品质的短板。然而,当前学术界对"厕所革命"如何推进缺乏理论上的研究,围绕这项工作,更多的是新闻报道。以江苏省南通市上一轮"改厕"结果为例,"厕所革命"的推进应从社会产品类型和政府职责的角度进行梳理,定位好本轮"厕所革命"中政府的角色和责任。

"Toilet Revolution"is an important work in the strategy of rural revitalization.General Secretary Xi Jinping has also made important instructions on promoting"Toilet Revolution",emphasizing"small toilets,people’s livelihood".We should persevere in promoting"Toilet Revolution"and strive to fill the shortcomings affecting the quality of life of the masses.However,there is a lack of theoretical research on how to promote the"toilet revolution"in the current academic circles.More news reports focus on this work.From the perspective of social product types and government responsibilities,this paper combs the results of the last round of"toilet reform"in Nantong City,Jiangsu Province,and takes this as an example to discuss the role and responsibility of the government in this round of"toilet revolu tion"in order to better promote the"toilet revolution"in rural areas.
