中国医养结合政策的理论视角、实践模式与完善路径

Theoretical perspective,practical model,and perfecting path of the policy of combination of medical care and pension in China

目的针对当前医养结合政策与实践存在的问题,提出完善建议。方法通过文献回顾,梳理医养结合政策的发展脉络,综述医养结合的理论视角,总结各地医养结合的实践模式,分析其存在的问题。结果当前医养结合体系存在相关政策资源有待统筹,供需矛盾有待解决,行业标准有待规范,人才队伍有待加强等问题。结论医养结合体系可通过完善政策体系、整合医养资源、规范行业标准、培养服务人才等加以完善。

Objective To put forward suggestions for solving the problems in current policy and practice of the combination of medical care and pension in China.Methods Based on literature review,the problems in the combination of medical care and pension in China were analyzed through combing the policy development,reviewing the theoretical perspectives,and summing up the practice models in different areas of China.Results Some problems in system of the combination of medical care and pension in China included related policies and resources needed to be coordinated,the contradiction between supply and demand needed to be solved,industry standards to be improved,and talent team construction needed to be strengthened.Conclusion The system of the combination of medical care and pension can be improved in terms of developing policy systems,integrating medical care and pension resources,standardizing industry standards,and training service personnels.
