西部大开发的制度创新研究

Institutional Innovation of Western Region Development in China

论文从对西部大开发进程中的中央制度设计与政策框架入手,总结了西部大开发把握全局、突出重点、引进与培育相结合、改革与开放并举、重视经济民生以及重视科技软实力的政策制定特点。在此基础上,论文提出了西部大开发市场机制创新、政府参与机制创新、产业结构创新、金融以及法律支持创新的创新方向。最后在对政策文件进行分析的基础上,得出了西部大开发改革当先、开放引领以及创新驱动的未来趋势。

From the perspective of central government’s institutional design and policy framework in the western region development,this paper summarizes the policy features of western region development,emphasizes both the global situation and key parts,and pays attention to introducing resources and developing economic agents.Furthermore,this paper emphasizes the importance of reform and opening up,and attaches importance to economy,people's livelihood and technology.Based on this,this paper proposes some institutional innovation directions,like market mechanisms,government involvement,industrial structure,the support of finance and laws.Finally,this paper provides future trends of western region development from the policy perspective,which can be summarized as,reform first,openness leading and innovation driving.
