中俄经贸合作:新进展与新趋势

China-Russia Economic and Trade Cooperation:New Progress and Trend

2019年中俄双边贸易继续增长,突破1100亿美元。在中美贸易争端和美国对俄制裁仍在持续的背景下,中俄两国务实合作的愿望和动力更加强烈,两国在贸易、投资、能源、金融、地方、农业及科技创新合作等领域取得了丰硕的成果,还出现合作模式机制化、运作方式市场化、合作领域新兴化、合作范围全方位化、贸易投资便利化、基础设施与服务网络化等新趋势。在未来合作中,应正确看待2000亿美元贸易额目标,更注重中俄经贸合作质量的提高;扩大相互投资,优化贸易结构;转变政府在竞争性及新兴行业合作中的职能,从直接主导转为间接引导,让市场发挥资源配置的主导作用;从政府、企业、民众各层面入手,提高中俄两国经济互信,扩大两国务实合作的深度和广度,加速中俄经贸合作提质升级,向高质量发展迈进。在疫情影响下,短期内中俄双边贸易额下降是必然的,但中俄经贸合作基础依旧稳固,疫情过后向好的趋势不会改变。

Bilateral trade between China and Russia continued to grow in 2019,topping$110 billion.In the context of the trade dispute between China and the United States and the continuing sanctions imposed by the United States on Russia,the desire and motivation for practical cooperation between China and Russia are all the stronger.The two countries have achieved fruitful results in trade,investment,energy,finance,regional cooperation in agriculture,science and technology and innovation.In addition,new trends such as institutionalized modes of cooperation,market-oriented areas of cooperation,new areas of cooperation,all-round trade and investment facilitation,infrastructure and network of services have emerged in bilateral cooperation.In future cooperation,we should put the target of 200 billion US dollars in perspective,paying more attention to improvement of the quality of China-Russia economic and trade cooperation,expanding mutual investment and optimizing the trade structure,changing the government's function from direct to indirect guidance in competition and cooperation in emerging industries,and having the market play the leading role in resource allocation.China and Russia should enhance economic mutual trust,expand the depth and breadth of practical cooperation,and speed up the upgrading of bilateral economic and trade cooperation to achieve high-quality development.Under the impact of the epidemic,it is inevitable that bilateral trade will decline in the short term,but the foundation of China-Russia economic and trade cooperation remains solid and the trend of improvement will not change post-Covid-19.
