西藏易地扶贫搬迁可持续发展探究——基于拉萨的调研分析

Research on the Sustainable Development of Tibet’s Poverty Alleviation Relocation——Based on the Investigation and Analysis of Lhasa

易地扶贫搬迁工作是实施精准扶贫精准脱贫的重要抓手,也是打响脱贫攻坚的“第一炮”,更是脱贫攻坚任务的“重头戏”,做好易地扶贫搬迁工作意义重大、责任重大.文章以拉萨市周边易地扶贫搬迁为例,对“搬得出”的贫困户在新环境中长期“稳得住”“富得起”等问题进行深入调查研究,并结合当前的搬迁现状及存在的问题,针对性地提出易地扶贫搬迁可持续发展的对策建议.

Poverty alleviation relocation is not only an important starting point for the implementation of targeted poverty alleviation,but also the opening shot of poverty alleviation and the highlight of poverty alleviation task.Therefore,it has great significance and responsibility to do a good job of poverty alleviation relocation.This paper takes poverty alleviation relocation in the surrounding areas of Lhasa as an example,makes an in-depth investigation and study on the problems such as"living steadily"and"getting rich"for the poor households who have moved out in the new environment.Combined with the current relocation status and existing problems,the paper puts forward countermeasures and suggestions for sustainable development of poverty alleviation relocation.
