新时代安徽省青少年公共体育服务供给侧改革研究

Research on the Supply-side Reform of Public Sports Service for Youth in Anhui Province in the New Era

文章运用文献资料法、访谈法、问卷调查法等研究方法,分析了安徽省青少年学生体育场地设施保障体系、体育竞赛活动体系、组织管理体系、信息服务体系以及体质监测评价体系等公共体育服务体系现有特征及基本需求,以新时代社会主要矛盾转化为背景,以供给侧改革为理论依据和实践参考,针对安徽省青少年公共体育服务供给侧改革提出具体策略:树立供给侧改革推动安徽省青少年公共体育服务体系建设的指导思想,积极推进安徽省青少年体育立法,强化政策执行和监督力度,推动服务型政府建设,减少政府公权力直接参与青少年公共体育服务生产,建立社会组织供给公共服务的稳定机制,充分发挥社区在青少年公共体育服务供给中的功能并增加供给。

By using the methods of literature review,interview,questionnaire survey and quantitative statistics,this paper analyzes the existing characteristics and basic needs of public sports service system of Anhui Province,such as sports facilities guarantee system,sports competition system,organization and management system,information service system and physique monitoring and evaluation system.Taking the transformation of the main social contradictions in the new era as the background,taking the supply side reform as the theoretical basis and practical reference,this paper puts forward specific strategies for the supply side reform of the youth public sports service in Anhui Province,to establish the guiding ideology of the supply side reform to promote the construction of the public sports service system for the youth in Anhui Province,actively promote the youth sports legislation in Anhui Province,strengthen the policy implementation and supervision,promote the construction of a service-oriented government,reduce the government's public power to directly participate in the production of youth public sports services,establish a stable mechanism for social organizations to provide public services,and give full play to the function of the community in the supply of youth public sports services and increase the supply.
