摘要
西九龙站口岸"一地两检"实施至今已有近两年时间,在粤港澳大湾区深度融合背景下,这一区域热点问题备受内地与香港特别行政区社会关注。广深港高铁西九龙站口岸"一地两检"的实施历史沿革已久,分析西九龙站口岸的实施现状和显著特点,不难发现西九龙站口岸"一地两检"实施的实践中还存在一些问题,建议内地与香港特别行政区边检机关构建执法合作机制,加强西九龙站口岸"一地两检"内地派驻机构工作人员的权益保障,进一步推广"一地两检"通关模式。
It has been nearly two years since the implementation of the "Co-location juxtaposed control" model at West Kowloon Station. Under the background of the deep integration of the Guangdong-Hong Kong-Macao Greater Bay Area, this regional hot issue has attracted much attention from the mainland and the Hong Kong Special Administrative Region. The implementation of "Co-location juxtaposed control" at West Kowloon Station of Guangzhou-ShenzhenHong Kong high-speed railway has a long history. This paper analyzes the status quo and remarkable characteristics of the implementation of West Kowloon Station Port, and it’s not difficult to find out the specific problems existing in the implementation of "Co-location juxtaposed control" at West Kowloon Station Port from practice. Then this paper puts forward some ideas and suggestions on constructing the policing cooperation mechanism of the border inspection organs, strengthening the protection of the rights and interests of the staff of the mainland agencies stationed at West Kowloon Station Port and continuing to promote the "Co-location juxtaposed control" model of customs clearance.
