我国危险化学品道路运输事故分析研究——基于2013-2018年危险化学品道路运输事故统计数据

Analysis of Road Transportation Accidents of Hazardous Chemicals in China

当前我国危险化学品道路运输事故夏季高发,原因多为车辆侧翻引起。道路、车辆、人员、环境等因素会引发危险化学品道路运输安全事故。目前我国还存在相关法律体系不健全、管理职能交叉、行业恶性竞争等问题,应通过完善危险化学品相关法律体系、强化市场准入、健全救援机制、构建信息化监控网络等措施改善危险化学品道路运输安全现状。

At present, the causes of road transport accidents of hazardous chemicals in China are mostly caused by vehicle rollover and have a high incidence in summer. Through the analysis of road, vehicle, personnel, environment and other influencing factors, this paper provides reference suggestions and preventive countermeasures for reducing road transport accidents of hazardous chemicals. At present, there are still some problems in China, such as imperfect legal system, overlapping management functions and vicious competition in the industry. It is suggested that the safety situation of road transportation of hazardous chemicals should be improved by perfecting the relevant legal system of hazardous chemicals, strengthening market access, perfecting rescue mechanism and constructing information monitoring network.
