Generally speaking, there are three strategies, including the strategy of the systematic collaborative school-running model and institutional coordinated development for regional open universities, the strategy for regional distance education community, and the strategy for regional distance education alliance. Through analysis we have learned that as long as we choose one from the three, we can establish a new mechanism for the integration and development of regional distance education that is compatible with a well-off society.
