低油价对炼油化工行业的影响及应对措施

梳理了2020年3月下旬以来国际原油价格下跌过程,分析了低油价对全球主要产油国和石油公司的影响,重点分析了低油价对炼油化工行业的影响,提出了炼油化工行业应对当前低油价的措施建议。在炼油生产领域,加大炼油向化工转型,发挥炼化一体化优势,炼厂多产高牌号清洁油品、特色炼油产品和化工轻油;在化工生产领域,坚持乙烯裂解原料多元化发展,降低基础有机化工原料和大宗产品生产成本,加大开发差异化、高端化合成树脂、高性能合成橡胶新产品、新材料;积极介入新能源领域发展,在氢能、生物燃料以及生物化学品开发与应用方面形成核心竞争力,抢占市场先机;加快炼化领域科技成果转化与推广应用,将科学技术转化为现实生产力,提升技术的市场价值。

By summarizing the process and reasons of the international crude oil price declining since late March 2020,the impact of low oil price on major oil producing countries and oil companies in the world as well as on refining and chemical industry were analyzed to put forward countermeasures and suggestions that would help the refining and chemical industry dealing with the impact mentioned above.On oil refining production aspect,the transformation from refining to chemical′s production should be enhanced to maximize the advantages of refining and chemical production integration.The refineries should increase the production of advanced brands of clean oil,refining products with special features and chemical light oil;on chemical production aspect,the diversified development of ethylene cracking raw materials should be insisted on continuously to reduce the production cost of basic organic chemical raw materials and bulk products while increasing the development of differentiated and high-end synthetic resin and synthetic rubber products and materials.The refining and chemical industry should also participate actively in new energy field′s development and form core competitiveness in development and application of hydrogen energy technology,biofuels and biochemicals to take initiative in occupying market share.The technology achievements′realization and application in refining and chemical field should be accelerated to transform technology into practical productivity and to elevate technology′s market value.
