国资监管体制变迁下公司治理水平对混合所有制企业高质量发展影响研究——基于资本属性视角

Study on Effects of Corporate Governance on High-quality Development of Mixed Ownership Enterprises under the Evolution of State-owned Assets Supervision System:The Perspective of Property of Capital

新一轮国有企业改革要求国资监管体制向“以管资本为主”的监管模式转变,从顶层设计为混合所有制企业高质量发展提供关键的制度基础,但“以管资本为主”的国资监管模式需要以公司内部治理为作用机制,同时考虑区域市场化水平的调节因素,才能在混合所有制企业提升发展质量中发挥作用。本文基于资本属性视角,根据国资监管体制改革方向要求,讨论国资监管体制、公司治理、区域市场化水平和混合所有制企业发展质量之间的关系,通过实证检验,发现了公司治理水平和区域市场化水平在国资监管模式与混合所有制企业发展质量中发挥的机制作用,并以提升混合所有制企业发展质量为目标,提出完善国资监管体制和混合所有制企业公司治理的建议。

The new round of state-owned enterprise reform requires the state-owned assets supervision system to be changed to the“capital management-oriented”supervision mode,providing the crucial institutional foundations for the high-quality development of mixed ownership enterprises from the point of top-level design.Furthermore,considering the adjustment factors of regional marketization level,the corporate interior governance is the indispensable mechanism for the“capital management-oriented”supervision system of state-owned assets,acting on improving development quality of mixed ownership enterprises.From the perspective of property of capital,in terms of reform requirements of state-owned assets supervision system,this article discusses the relationship between the state-owned assets supervision system,the corporate governance,the regional marketization and the development quality of mixed ownership enterprises,analyzes the role of corporate governance and regional marketization between state-owned assets supervision system and development of mixed ownership enterprises,and offers advices on perfecting the state-owned assets supervision system and corporate governance of mixed ownership enterprises in the purpose of improving the development of such kind of enterprises.
