新中国成立初期,为彻底改变帝国主义垄断中国金融市场的局面,上海市军管会金融处、中国人民银行华东区行、中国银行上海分行等机构通过行政命令和经济手段,一方面允许外资银行在遵守中国政府法令的条件下继续营业,一方面逐渐限制外资银行业务,对其进行市场准入、市场运营、市场退出监管。

In the early days of the founding of New China, in order to completely change the situation in which the imperialists monopolized China’s financial market, the Financial Department of Shanghai Military Control Commission, the East China Branch of People’s Bank of China, and Shanghai Branch of the Bank of China, through administrative orders and economic means, on the one hand, allowed foreign banks to continue to operate in compliance with Chinese government regulations, on the other hand, they gradually restricted foreign-funded banking business and conducted supervision of market access, market operation and market exit.
