资源型贫困村庄柔性治理的发生逻辑及实现路径

The Occurrence Logic and Realization Path of Flexible Governance in Resource-based Poor Villages

资源型贫困村庄治理是乡村治理体系的重要组成部分,其模式选择影响到精准脱贫的“最后一公里”。以资源型P村的贫困治理为研究个案,通过“解刨麻雀”的方式系统阐述乡村刚性治理模式和资源“挤压效应”之间的逻辑关联,为乡村柔性治理的学术出场提供学理辩护。精英俘获与资本掠夺、供需脱节与项目孤岛、内源式微与扶贫致贫、法治弱化与职业倦怠等“治理型贫困”问题的发生构成乡村刚性治理失灵的现实形态,乡村柔性治理因其内在价值的前瞻性成为化解资源型贫困村庄刚性治理失灵的策略选择。以政治系统论为理论分析工具,尝试建构乡村柔性治理的政治系统结构模型并以“内生性培育”为切入点探讨资源型贫困村庄治理模式转换的实现路径,以期为乡村发展中“资源诅咒”和“治理失灵”问题的解决提供思路。

The management of resource-based poverty-stricken villages is an important part of the rural governance system,and its mode selection affects the“last mile”of precision poverty alleviation.Taking the poverty-based governance of resource-based villages as a case study,the paper systematically expounds the logical relationship between the rural authoritarian governance model and the resource“squeezing effect”through the method of“planing the sparrows”,and provides theoretical defense for the academic appearance of flexible rural governance.The emergence of elite capture and capital plunder,the disconnection between supply and demand and project islands,endogenous micro-poverty and poverty alleviation,the weakening of the rule of law and job burnout constitute the reality of the failure of rural authoritarian governance,and the flexibility of rural governance is due to its intrinsic value.The forward-looking nature has become a strategic choice to resolve the failure of authoritarian governance in resource-based poor villages.Taking political system theory as the theoretical analysis tool,trying to construct the political system structure model of rural flexible governance and taking the endogenous cultivation as the starting point to explore the realization path of the transformation of resource-based poverty-stricken village governance model,in order to be the“resource curse”in rural development.And provide solutions to the problem of“governance failure”.
