在环境治理领域,环境抗争中的怨恨情绪尤为显著,会由公众直接指向相关国家机关,"怨恨"情绪也由最初的心理、语言维度扩张到行为走向。在环境问题发生时,基于怨恨情绪引发环境抗争的出现,而环境抗争的过程也给"怨恨"情绪以发酵、传播的机会,构成怨恨情绪在环境抗争中运行的基本范式,怨恨情绪也在环境抗争中显现出其特有的外部影响和社会波及效应。据此,在国家治理体系和治理能力现代化背景下,以多元化考核方式优化政府激励机制,系统革新执法方式,疏通公民诉求途径,建立科学补偿制度,以此达到对怨恨情绪纾解的目标。
