摘要
作为环境经济学核心概念之一,环境规制强度指标的选取及测度制约着相关研究的进展。本文基于“投入-产出(绩效)”视角对环境规制指标进行分类,细致比对各指标内涵、特点,梳理当前几种主要测度方法及存在的问题。指出数据获取困难以及指标的多维性、可比性、内生性等削弱了相关研究的解释力与说服力,并对环境规制指标的未来发展进行了展望。
As one of the core concepts of environmental economics,the selection and measurement of environmental regulation intensity index restrict the progress of related research.Based on the“input-output(performance)”perspective,this paper classifies the environmental regulation indicators,compares the connotation and characteristics of each index,and combs several main measurement methods and existing problems.It is pointed out that the difficulty of data acquisition and the multidimensional,comparable and endogenous characteristics of indicators weaken the explanatory power and persuasiveness of relevant research.The future development of environmental regulation indicators is prospected.
