走向共同体是新全球主义共享的文明机制,国家行政与政府执行力则是全球改革的共同话题。国家行政体现社会治理的国家基础性,政府执行力体现了制度认同化、机制重构化,制度民族化。全球化以来,走向共同体是当今世界的发展趋势,对国家行政的界定开始走向共同治理,而对政府组织化则出现了各种组织理论。国家行政体现了重构与复兴的国家模型,政府执行力吹响当前全球化发展观的集结号。

Approaching communities is a shared civilization mechanism of new globalism, while state administrationand government executive capacity are common topics in global reform. State administration embodies the nationalfoundation of social governance, whereas government executive capacity represents the recognition of mechanism, thereconstruction of system, and the nationalization of institutions. Since the very beginning of globalization, it has been acommon trend for states to develop towards community. State administration is increasingly evolving towards commongovernance, while many organizational theories emerged regarding to how a government should be managed like anorganization. State administration embodies the national model of reconstruction and rejuvenation, while governmentexecutive capacity ushers in the momentum of the outlook on globalized development in the world today.
