俄罗斯进口替代与欧亚经济联盟发展的协同关系

Synergies between Russian Import Substitution and Development of Eurasian Economic Union

2015年,俄罗斯遭受美欧经济制裁,随之启动进口替代战略。迄今为止,俄罗斯进口替代已取得了一定效果,国内生产在总量上填补了进口下降,但在结构上个别领域如畜牧业产品、关键技术设备等仍无法完全代替西方国家进口产品。2015年同时也是欧亚经济联盟正式运行的元年,成员国普遍跟随俄罗斯实行进口替代,表现出一定的整体性发展路径,但4个成员国进口替代却呈现出“补充型”“自主型”“依附型”“出口导向型”等截然不同的特点。这说明在关注欧亚经济联盟整体性的同时,也应充分重视成员国的个体性。

In 2015,Russia suffered economic sanctions from the US and Europe,followed by the launch of import substitution strategy.So far,Russia's import substitution has achieved certain results.Domestic production has made up for the decline in imports in terms of total volume,however,individual fields such as livestock products and key technical equipment still cannot completely replace the imports from western countriesstructurally.2015 is also the first year of the formal operation of the Eurasian Economic Union(EEU).The member states generally follow Russia to implement import substitution,showing a certain overall development path.However,the import substitution of the four member countries presents distinct characteristics,being"supplementary","independent","dependent"or"export-oriented".This shows that while paying attention to the integrity of the EEU,the individuality of its member countries should also be attached importance to.
