摘要 新型冠状病毒感染的肺炎疫情暴发后,L市远程医学中心根据当地市级新型冠状病毒感染的肺炎疫情处置工作领导小组指挥部的统一部署安排,发挥IT技术优势,组织专家对各县区定点医院开展远程救治指导任务。面对当地各级各类医疗卫生机构各式各样的远程医疗系统,L市远程医学中心基于ITSS标准对各类系统进行整合应用的规划设计。至该地区疫情趋于缓和,紧急状态成为低风险地区时,该运维保障工作的时间、成本、质量、范围和风险均取得预定效果。本文结合L市远程医学中心一些经验和做法,举例概述了远程医疗信息技术防疫抗疫的运维特点,重点讨论了IT服务规划设计过程中识别出服务需求后,对服务模式、服务级别的设定,以及人员、资源、技术和过程等四个关键要素的设计。 After the outbreak of pneumonia infected by the novel coronavirus(COVID-19),the Telemedicine Center(TC)in L City took advantage of information technology(IT)and organized experts to carry out remote treatment guidance for all the designated hospitals in each county and district,according to the unified deployment arrangement from the local municipal-level headquarters for the control and treatment of the novel coronavirus pneumonia.Among the local areas,however,different remote medical systems were used in various levels and types of medical and health institutions.To solve this problem,the TC integrated the systems based on ITSS standards.Eventually,the time,cost,quality,scope and risks in the operation and maintenance process had met the predetermined results until the epidemic situation was under controlled and the emergency state turned into low risk.In this paper,operation and maintenance characteristics of telemedicine IT for epidemic prevention are provided based on the practices and experiences of the TC in L city.After summarizing the service needs in IT service planning and designing,it specifically focuses on the setting of the service model and service level,as well as designing with four key elements,that is,people,resources,technology,and processes.
