What Makes Open Government Data Successful:A Cross-Country Empirical Study from the Perspective of Ecosystem Theory

文章基于生态系统理论,构建数据"供应-创新-消费"分析框架,实证检验影响各国开放政府数据发展水平的因素。研究发现,治理能力、创新能力、公众参与是促进开放政府数据发展的关键因素。促进开放政府数据发展,需要促进数据供应、创新、消费过程中各利益相关者的参与。

Based on the ecosystem theory,this paper constructs an analysis framework of"data supply-data innovation-data consumption"and empirically test the factors affecting the development level of open government data in various countries.The study finds out that governance ability,innovation ability and public participation are the key factors for the development of open government data.To promote the development of open government data,it is necessary to identify and enhance the participation of various stakeholders in the process of data supply,innovationandconsumption.
