文化战略视角下的文献遗产保护与活化策略

Documentary Heritage Preservation and Revitalization Policy:A Perspective of Cultural Strategy

文化软实力博弈催生了文化战略的研究、制定和实施,文献遗产保护已被西方国家纳入文化战略覆盖范畴。文章立足文化政治学的理论基础,对文化战略如何影响文献遗产保护与活化策略制定的相关问题进行探讨,采用网络检索方式获取到22篇欧洲、北美和大洋洲地区的文化战略文本,对其中涉及文献遗产工作的相关表述进行定性的内容分析。结果表明,文化战略在政治、经济、社会和人文等价值维度上对文献遗产保护与活化策略制定具有目标导向性,并在一定程度上加强了文献遗产资产化和文献遗产活化的社会化趋势。对此,提出建立跨部门的文献遗产保护事业共同体,形成行业共识,通过政策引导文献遗产供需关系健康发展等建议。

The game of cultural soft power has facilitated the study,formulation and implementation of cultural strategy(CS).As part of the cultural undertakings,documentary heritage(DH)preservation has been included in the realm of CS by many western countries.On the basis of cultural politics theory,this article discusses how CS influences the policy making of DH preservation and revitalization.It performs a qualitative content analysis focusing on the demonstration involving DH from 22 CS documents accessed via Internet searching,which cover regions of Europe,North America and Oceania.The result shows that those strategies put orientations on the policy making of DH preservation politically,economically,socially and culturally,and they also enhance the trend of capitalization of DH and socialization of DH revitalization.Accordingly,this article presents suggestions that a cross-sector community of DH preservation should be established to form a professional consensus,and policy making should respond to the sound development in the demand and supply of DH.
