深化公共文化服务供给侧改革的若干思考

Exploration on the Deepening of the Supply-Side Structural Reform of Public Culture Service

文化领域供给侧改革是实现公共文化服务创新性发展与创造性转变的必然路径。当前,公共文化服务供需错位、结构失衡等问题,严重制约了我国现代公共文化服务体系的建设。文章对深化公共文化服务供给侧改革提供了三个方面的对策思路,即:完善公共文化服务社会化发展的政策支撑;建立开放性、包容性的体系化服务,实现公共文化机构跨行业、跨服务的融合发展;探寻中西部地区公共文化服务的社会化路径。

Innovative development and transformation of public culture service entail supply-side structural reform in the culture field.Currently,the disparity between requirement and supply and structural disequilibrium block the construction of the modern public culture service system in China.The paper aims to improve the supply-side structural reform in the culture field by suggesting that the authorities remove policy barriers for the socialization of public culture service,an open and inclusive mechanism be built to achieve the cross-industries and cross-serving sectors integrated development of public culture service providers,and we need to invest more to explore a proper way for the socialization of public culture service in Midwest China.
