高质量发展是文化馆事业建设的必然要求,是新时代文化馆转型发展的方向。文化馆高质量发展,可从三个维度加以建设:促进文化馆普惠式发展,关键要点包括开放时间确定、服务项目设置、数字服务提供、流动服务开展、总分馆制建设等;促进文化馆品质化发展,关键要点包括供给主体多元化、服务方式精准化、服务项目品牌化、服务内容特色化、技术应用互联网化等;促进文化馆可持续发展,关键要点包括法人治理结构改革、服务管理规范、人员队伍专业化、资金支持多源化、绩效评价科学化等。

High-quality development is an inevitable requirement and guides for the cultural centers in the new era.There are three major ways to achieve the goal:(1) To promote the inclusive development of the cultural centers.The key lies in the determination of opening hours,the setting of service programs,the provision of digital services,the development of mobile services,and the construction of the general-branch system.(2) To promote the quality development of the cultural centers.The key points include the diversification of suppliers,the precision of service methods,the branding of service items,the specialization of service content,and application of technology on the internet.(3) To promote the sustainable development of the cultural centers.We should stay committed to the reform of corporate governance,standardization of service management,professionalization of personnel team,multi-source funding support,and scientific performance evaluation.
