在全球化与国际化的背景下,拔尖创新人才的培养成为提升国家综合实力与国际竞争力的关键。我国高校"强基计划"是基于自主招生、综合评价招生、"珠峰计划"等改革经验提出来的。它聚焦基础学科领域拔尖创新人才的选拔与培养,在保持以往政策延续性的同时,其政策目标与实施重点也有所突破。"强基计划"的稳妥实施,需要教育行政部门、高校、中学等有序推进和政策协同,通过采取规范招生程序、加强科教融合、实施跟踪评价等措施来提升拔尖创新人才培养质量。

In the context of globalization and internationalization,the cultivation of innovative talents has become the key to national comprehensive strength and international competitiveness.Based on the reform experience of the independent enrollment,the comprehensive evaluation enrollment and the Everest plan,the pilot of enrollment reform of basic subjects focuses on the selection and cultivation of innovative talents in the field of basic disciplines.It reflects the continuity of these policies,and also makes breakthrough in the policy objectives and priorities.The steady implementation of the reform requires the education administrative departments,colleges and universities,middle schools and other institutions to promote policy coordination in an orderly manner;it also requires to improve the cultivation quality by taking normative procedures of enrollment,integrating science and education,and tracking assessment.
