乡村振兴背景下农村集体资产股份权能改革成效研究——基于福建省闽侯县的调查

Research on the Effect of Rural Collective Asset Share-power Reform Under the Background of Rural Revitalization

随着工业化进程的不断推进,农村集体资产不断增多,进行农村集体资产股份权能改革势在必行,这是实现乡村振兴的重要举措。在农村集体资产股份权能改革中,通过开展清产核资、成员界定、折股量化等工作,赋予了农民财产权、构建了新型农村经营体系;因地制宜,盘活了农村土地资源,壮大了农村集体资产规模,夯实了乡村振兴的经济基础;凝心聚力,奠定了乡村振兴的群众基础。目前部分地区农村集体资产权能改革取得了一定的成效,但仍存在农民增收方式单一、监管边界模糊、管理人才匮乏等问题。基于此,提出创新“村集体公司+”的经营模式、探索建立村股份经济合作社职业经理人制度、多举措引进人才和全面提升股东代表的知识水平等建议。

With the continuous development of the industrialization process,the rural collective assets are increasing,the implementation of the rural collective assets share power reform is imperative.It is an important measure to realize the rural revitalization strategy.By means of members of the definition and fold quantitative work,the reform of the rural collective assets stock power gives the farmers property rights,builds a new type of rural management system,adjusts measures to local conditions,revitalizes the rural land resources,strengthens the rural collective assets and the economic base of the rural revitalization,and lays mass base for the rural revitalization.At present,the reform of rural collective assets and power in some areas has achieved some results,but there are still some deficiencies,such as the single way to increase farmers’income,the fuzzy boundary of supervision and management personnel.Based on this,the paper puts forward some suggestions,such as innovating the business model of"village collective company+",exploring the establishment of the professional manager system of village share economic cooperative,introducing diversified talents and comprehensively improving the knowledge level of shareholder representatives.
