“标准化治理”在重大突发公共卫生事件中的理论与实践--以新冠肺炎疫情防控为例

The Theory and Practice of"Standardized Governance"in Major Public Health Emergency Events—Case Study on the Control of Covid-19 Epidemic

重大突发公共卫生事件的核心特点是重大和突发,面对这类事件的关键是及时应对和充足的制度保障。标准化治理作为现代社会治理体系的重要制度工具,能够在重大突发公共卫生事件治理中发挥积极作用。本文通过分析标准化治理在2020年新冠肺炎疫情防控中的实践表现,发现技术标准能够支撑疫情防护物资的快速供给,流程标准和管理标准能够加强政府和其他社会主体的互动,激发社会活力与效率,吸引更多的治理力量加入到疫情防控当中,快速发挥治理效能,并将治理经验成果予以制度化,加以快速推广和应用。笔者认为,标准化治理有助于充分调动和协调各种力量参与疫情防控,从而形成重大突发公共卫生事件的多元、有序和及时的治理格局。

Public health emergencies often happen suddenly with huge influence,so the key to address such incidents is to take actions timely and provide adequate institutional safeguards.Standardized governance,an important tool of the modern social governance system,can play an active role in the governance of major public health emergencies.By analyzing the performance of standardized governance in the prevention and control of covid-19,it is found that technical standards can support the rapid supply of epidemic protection materials.Process standards and management standards can enhance the interaction between the government and other social subjects,stimulate social vitality and efficiency,and attract more governance forces to join the epidemic prevention and control,and give full play to the governance efficiency.Finally,standards can institutionalize the results of governance experience,which can be rapidly promoted and applied.We believe that standardized governance is conducive to fully mobilizing and coordinating various forces to participate in epidemic prevention and control,so as to form a diversified,orderly and timely governance pattern for major public health emergencies.
