Effectiveness and Analysis of Medical Expense Control in Ningbo Public General Hospitals

目的了解宁波市2016-2018年公立综合医院的医疗费用控制情况,为进一步科学控制医疗费用不合理增长提供参考依据。方法收集2016—2018年宁波市15家公立综合医院的医疗业务收入、构成比及医疗费用等数据,分析其变化情况。结果宁波市15家公立综合医院医疗业务收入增速明显回落,药品和卫生材料收入占比下降,医疗服务和检查检验收入占比增加,门急诊和住院次均费用增幅低于4%。结论通过不断完善医疗费用控制措施、加快落实综合医改配套措施、积极推进清廉医院建设等举措。

Objective To understand the situation of medical expense control in public general hospitals in Ningbo in 2016-2018,and to provide reference for further scientific control of the unreasonable medical expense growth.Methods The data of medical income,composition ratio and medical expenses of 15 public general hospitals in Ningbo from 2016 to 2018 were collected,and the changes were analyzed.Results The growth of medical income of the 15 public general hospitals in Ningbo slowed down significantly;the proportion of medicine and medical materials income in total income declined;the proportion of medical services and examination income increased;the average growth rate for every visit of outpatient,emergency and hospitalization expenses were less than 4%.Conclusion The public general hospitals should improve the medical expense control measures,speed up the implementation of comprehensive medical reform supporting measures,and actively promote the construction of incorruptible hospitals.
