新冠肺炎疫情下公路应急管控策略思考 被引量:2

摘要 战胜新冠肺炎疫情已成为2020年世界焦点问题。为总结我国在此次公共卫生重大事件中的交通管控经验,文章首先将疫情防控分为前期、中期、后期、末期四个阶段,简单介绍了疫情防控前期的基本情况。然后,重点分析了防控中期、后期、末期疫情的交通管控策略和交通需求特点。最后,对抗击疫情的公路应急策略和经验进行总结,提出了把保障应急物资运输、实施风险分区分级交通管控纳入国家公共卫生应急管理体系;完善公路交通应急响应的相关法规,科学有序依法防控,完善交通管控应急预案;利用智慧交通创新技术调节交通需求,依托大数据中心构建“关口前移,防患于未然”的交通管控策略等建议。本次打赢疫情防控阻击战的交通管控策略和经验,对于我国乃至世界各国抗击重大公共卫生事件具有重要的借鉴意义。 To defeat the COVID-19 outbreak was a focusing event in the world in 2020.In order to summarize China's experience of the traffic management and control in handling with an especially public health accident,the period of prevention and control COVID-19 was defined as the early,middle,later and end stages in the paper.Traffic management and control strategies to curb COVID-19 transmission at these four stages were comprehensively reviewed.Firstly,the paper introduced the traffic demand and passenger volume during the spring festival,and explained briefly the government preparation to response the epidemic outbreak in the early stage.Then discussed the traffic management and control strategies,and the characteristics of traffic demand at the middle,later and end stages.Finally,as a conclusion,the traffic management and control strategies and experiences of joint prevention and control the COVID-19 are summarized.The main suggestions are as follows,China national public health emergency management System should include guarantee the transportation system of emergency materials for epidemic prevention,traffic management and control strategies for different risk levels in regions;to reinforce the regulatory and legal system so as to prevent and control the epidemic scientifically and orderly;to improve the traffic contingency plan and adjust traffic demand by technical of smart transportation;to use big data to build take preventive strategies in advance before the epidemic.The traffic management and control strategies,and experience of during battle against a major public health emergency in China will be helpful to the global.
