中国省域层面科技创新与产业发展耦合关系的测度 被引量:10

Measurement of the Coupling Relationship Between Scientific and Technological Innovation and Industrial Development at the Provincial Level in China

摘要 科技创新与产业发展之间具有一定耦合作用机制,判断两者之间的耦合关系对于正确处理科技创新与产业发展之间的关系有重要意义。对系统耦合度测算方法进行了改进,并对2010—2017年中国省域层面科技创新与产业发展的耦合关系进行了测算。结果表明,中国科技创新和产业发展有较大区域差异性,部分地区科技创新投入并未带来相应的科技产出,产业规模、产业结构也没有带来相应的产业效益;科技创新系统与产业发展系统之间的耦合关系持续改善,部分地区两者已经进入高度耦合协调发展阶段,但仍有近半数地区耦合关系还有较大改善空间;有些地区科技创新系统与产业发展系统的耦合较差,部分原因在于经济发展阶段不高,部分原因在于科技创新活动与产业发展活动的"背离"。 There is of great significance to judge the coupling relationship between scientific and technological innovation and industrial development.In this article,the measurement method of system coupling degree is improved,and the coupling relationship between science and technology innovation and industrial development at the regional level in China from 2010 to 2017 is measured.The results show that there are still large regional differences in China’s scientific and technological innovation and industrial development.In some regions,the input of scientific and technological innovation does not bring corresponding scientific and technological output,nor does the industrial scale and industrial structure bring corresponding industrial benefits;the coupling relationship between science and technology innovation system and industrial development system continuse to improve,some regions have entered the stage of highly coupling and coordinated development,but nearly half of them still have much room for improvement;in some regions,the coupling between regional scientific and technological innovation system and industrial development system is poor,partly due to the low stage of regional economic development,partly due to the"opposite direction"between regional scientific and technological innovation activities and industrial development activities.
