“疫”考之下我国基层医疗卫生机构应急治理能力建设

On Construction of China's Grass-roots Medical and Health Institutions Emergency Management Capacity under the Background of COVID-19 Epidemic

新型冠状病毒肺炎疫情暴发之后,多个省(区、市)启动了重大突发公共卫生危机事件一级响应,这无疑是对基层医疗卫生机构应急治理能力的一次大考。通过文献研究,结合近年政府出台的相关应急治理政策,分析目前我国基层医疗卫生机构应急治理能力建设的现状及面临的困境,可以看出,各级政府亟待从法制建设、物资储配、人才培养等方面入手,着力加强基层医疗卫生应急治理能力建设,以应对突发公共医疗卫生事件,实现健康中国战略。

After the outbreak of COVID-19,a number of provinces(autonomous regions and municipalities)launched a level-1 response to major public health emergencies,which is undoubtedly a major challenge to cope with the grassroots medical and health institutions emergency.Through summarizing literature and combining with the relevant emergency management policies issued by the government in recent years,this paper analyzes the current situation and difficulties faced by the construction of emergency management capacity of grassroots medical and health institutions in China.It is urgent to strengthen the grass-roots medical and health emergency management capacity construction from these aspects of the legal system construction,material storage and distribution,talent training,in order to deal with public health emergencies and achieve a healthy China strategy.
