重大突发公共事件网络舆情演化与治理研究——基于我国新冠疫情网络舆情发展的启示

Research on the Evolution and Governance of Network Public Opinion in Major Public Emergencies——The Enlightenment of the Development of COVID-19 Network Public Opinion

新冠疫情作为典型重大突发公共事件对我国乃至世界产生了巨大影响,其相关网络舆情呈现出全民参与、集中关注、持续时长、容错率低、社会行为带动力强等特点。我们根据重大标志性事件和网民心理状态变化两个核心因素,将新冠疫情的网络舆情发展划分为质疑、担忧、应激和特定事件反映四个阶段,并将政府在各阶段舆情应对中暴露的问题进行了梳理。最后基于对此次新冠疫情网络舆情的上述分析,从一般意义上总结概括了其对重大突发公共事件网络舆情演化与治理的六点启示。

As a typical major public emergency, the novel coronavirus epidemic has a great impact on China and the world,and it reflects the characteristics of public participation, focused attention, duration, low fault tolerance rate, and strong driving force of social behavior, from the relevant online public opinions.We divided the epidemic situation network public opinion into four phases: questioning, worrying, stress, and event-specific response,based on two core factors,the significant landmark events and changes in the psychological state of Internet users,sorted out the problems exposed in the government’s response to network public opinion at various stages,and summarized six enlightenment to the evolution and governance of network public opinion in major public emergencies.
