The Mechanism and Open Path of Liaoning Facing Northeast Asia Regional Cooperation Under the “The Belt and Road”

在美国政府对贸易问题与安全问题强硬表态的背景下,中日韩关系持续升温,为东北亚区域合作发展带来重要契机。辽宁省作为"一带一路"建设中东北亚经济圈的重要节点,应该把握好与东北亚合作的机遇,以开放促转型、促发展。基于多元共生合作基础,通过分析辽宁在东北亚区域合作中存在的诸多问题,构建辽宁省面向东北亚区域利益共享的共生模式与共生机制,以辽宁特定的区位、交通、资源、产业、历史底蕴、政策优势为基础,构筑通道建设、产能合作、对外贸易、人文交流四大重点合作平台,使辽宁与东北亚区域合作向纵深拓展。

Against the background of the US government’s tough statement on trade and security issues, ChinaJapan-Korea relations continue to heat up,bring important opportunities for regional cooperation and development in Northeast Asia. Liaoning Province, as an important node in the construction of the Northeast Asian economic circle along the"Belt and Road"initiative, should seize the opportunity of cooperation with Northeast Asia to promote transformation and development through opening up. This article is based on the basis of multi-symbiotic cooperation, analyzes the many problems existing in Liaoning’s Northeast Asian regional cooperation, and builds a symbiotic mechanism and symbiotic mode for the benefit-sharing of Northeast Asia in Liaoning Province. Based on location, transportation, resources, industry, historical background, and policy advantages, the four key cooperation platforms for channel construction, production capacity cooperation, foreign trade, and cultural exchanges will be built,they deepen the regional cooperation between Liaoning and Northeast Asia.
