新疆小型水库降等与报废问题探讨

Discussion on degrading and abandonment of small reservoirs in Xinjiang

随着水库使用年限增长、水库大坝安全管理要求和国民经济发展需求的提高,可以预见新疆小型水库降等与报废的需求将不断增加。本文结合新疆小型水库现状、水库降等与报废情况的摸底调查,从制度强制性、论证合理性、审批规范性、工作经费、善后处理和信息备案等方面探讨了水库降等与报废的相关问题。建议针对小型水库的特殊性制定明确的标准,完善水库降等与报废的评估程序,加强水库降等与报废后的监测和管理。

It can be predicted that the demand of small reservoirs in Xinjiang will be continuously increased with the increase of the service life of reservoirs,the requirements of safe management of reservoir dams and the demand of national economic development.Problems regarding abandonment are discussed from mandatory system,argumentation and rationality,examination and approval standardization,working expenses,post-treatment and information recording of reservoir degrading,etc.based on the status quo of small reservoirs in Xinjiang,and investigation of reservoir degrading and abandonment of small reservoirs in Xinjiang in the paper.It is suggested that clear standards are formulated aiming at the speciality of small reservoirs,the reservoir degrading and abandonment evaluation programs are perfected,and the monitoring and management of reservoir degrading and abandonment are strengthened.
