新一轮自贸试验区制度创新的趋势与路径研究

Research on the Trend and Path of Institutional Innovation in the New Pilot Free Trade Zones

新一轮自贸试验区是在全球化形势发生深刻变化、我国跨入社会主义现代化强国建设新时代的背景下设立的,肩负着进一步推进制度改革创新、构建全方位对外开放新格局的历史使命。但也面临着全球化形势发生深刻变化、自贸区探索进入深水区、改革创新力度放缓等困难和障碍。新一轮自贸试验区的制度创新应该更加注重便利化与自由化并重、贸易促进与产业发展并重、创新驱动和开放合作并重、区内发展与区外联动并重以及顶层设计和基层创新并重。

The new Pilot Free Trade Zones were established against the background of profound changes in globalization and China's stepping into a new era of building a great modern socialist country.They shoulder the historic mission of further promoting institutional reform and innovation and building a new pattern of all-round opening to the outside world.However,there are also difficulties and obsta-cles.For example,profound changes are taking place in globalization;expeditions of establishing free trade zones have entered a deep-water zone;reform and innovation are slowing down.In institutional in-novation in the new pilot free trade zones,equal emphasis should be given to both faeilitation and liber-alization,both trade promotion and industrial development,both drive for innovation and open coopera-tion,both development within the zone and linkage outside the zone,and both top-level design and grassroots innovation.
