公安机关“中医式”信访调解模式研究

Research on Petition Mediation Mode in the Way of“Traditional Chinese Medicine”of Public Security Organs

公安机关作为维护地区稳定的主力军,在信访维稳工作中承担着重要责任。为积极应对社会风险隐患,推动基层矛盾纠纷排查化解,归纳总结了信访人的类型和基本特征,明确指出了公安机关信访调解工作中存在的信访调解难度大、信访途径选择不当、信访调解方法欠妥、信访考核体制局限等问题,借鉴中医“望、闻、问、切”医治方式,提出了“中医式”信访调解模式,切实做好信访调解工作,维护社会和谐稳定。

As the main force of maintaining social stability,public security organs take primary responsibilities in petition work.In order to deal with potential social risks and resolve contradictions among grassroots actively,the research summarizes different types and features of petitioners and points out the weaknesses in petition work,such as the difficulties of mediation,choosing the wrong way to petition,using the improper way to mediate people’s petition,the limits of petition assessment system and so on.Using“Watch,Listen,Ask and Examine”of traditional Chinese medicine as reference,the research proposes a petition mediation mode in the way of“Traditional Chinese Medicine”,aiming at dealing with people’s petition properly,and maintaining social stability.
