警务实践中执法记录仪使用管理规范化探究

规范执法记录仪在警务实践中的使用具有适应执法环境提高执法标准、及时固定证据还原执法事实、全面客观监督规范执法行为、维护合法权益提升执法权威的现实必要性。但是使用管理过程中却存在硬件及功能配置不精良、思想认识不够不佩戴不使用、证据意识欠缺使用不规范、操作规程不熟练管理维护不到位等主客观问题。公安机关可以通过深化思想认识更新执法理念、强化业务培训提升操作技能、完善规章制度规范使用管理、强化保障措施优化功能升级等途径规范执法记录仪使用管理。

It is necessary to standardize the use of law enforcement recorder in police practice to adapt to law enforcement environment,improve law enforcement standards,restore law enforcement facts with fixed evidence in time,comprehensively and objectively supervise and standardize law enforcement behaviors,safeguard legal rights and interests and enhance law enforcement authority.But in the process of using management,there are some problems,such as the setting of hardware configuration function is not perfect,the thought is not enough,the evidence consciousness is not enough,the operation procedure is not skilled,the management and maintenance are not in place.Public security organs can standardize the use and management of law enforcement recorders by deepening ideological understanding,updating law enforcement concepts,strengthening business training,improving operational skills,improving rules and regulations,standardizing use and management,and strengthening safeguard measures and optimizing function upgrading.
