农业保险满足新型农业经营主体的保障需求了吗?——基于山东省422家省级示范家庭农场的证据

Does Agricultural Insurance Meet the Protection Needs of New Agricultural Operators——Evidence Based on 422 Provincial Demonstration Family Farms in Shandong Province

农业保险在分散农业风险、保障三农发展过程中发挥着重要作用,但在快速发展的同时仍然存在着保障水平较低、主体需求得不到满足的问题。本文基于山东省422家省级示范家庭农场的调研数据,研究其在现有参保水平基础上,下一步的保险保障提升意愿如何,并分析其影响因素,实现了对家庭农场参保行为的追踪场景研究。研究结果显示:现有保障水平、单位保费获赔、险种购买数量、受灾类型为自然灾害、生产类型为养殖以及社会交往能力均显著正向影响保险保障提升意愿;受教育程度以及年龄显著负向影响保险保障提升意愿。根据研究结论,本文从提升保险覆盖率、加强养殖业保险发展、培育群体带头人三个方面给出农业保险高质量发展的政策建议。

Agricultural insurance plays a key role in meeting the risk protection needs of the "agriculture,rural areas and farmers". However,while it is developing rapidly,there are still problems such as low levels of protection and unmet needs. This article is based on questionnaire data from 422 provincial-level demonstration family farms in Shandong Province,intending to find out their willingness to increase coverage from the current level of insurance protection,make an empirical analysis of its influencing factors,and realize the tracking scene research of family farms′ insurance behaviors. The research shows:current level of protection,claims paid per unit premium,number of insurance product types purchased,natural disaster as the disaster type,breeding as the production type and social communication capacity all have significantly positive impact on the willingness to improve insurance protection;education level and age have significantly negative impact. According to the research conclusions,the policy implications of high-quality development of agricultural insurance are summarized from three aspects:improving insurance coverage ratio,strengthening the development of breeding insurance,and nurturing group leaders.
