Financial Fair Play Rules of Premier League:Content,Function and Enlightenment

基于英格兰足球协会超级联赛(简称“英超联赛”)各俱乐部严重亏损现状,英格兰足球总会超级联赛有限公司于2013年实施了俱乐部财政公平政策,其核心内容是“利润和可持续性规则”与“短期成本控制规则”。经过几年实践,英超联赛球员薪酬增长过快问题得到缓解,俱乐部经营管理得到改善,俱乐部财政状况趋于好转。目前,中国职业足球俱乐部存在财务危机,俱乐部运营稳定性和联赛健康发展受到影响。基于此,提出对中国职业足球联赛的启示:①取消“引援调节费”政策;②俱乐部亏损上限实行分级制;③严格界定球员薪酬支出形式和俱乐部收支范围;④完善相应配套措施,尽快制订俱乐部财政公平竞争制度,促进中国职业足球健康发展。

With the serious losses of the clubs of the English Football Association Super League(Premier League),the Premier League has implemented the club's financial fairness policy since 2013.The core measures are the profit and sustainability rules and short-term cost control rules,which made the excessive salary growth of Premier League players alleviated,and the management and the financial situation of the clubs improved.At present,there is a serious financial crisis in Chinese professional football,which greatly affects the stability of club operation and the healthy development of the league.Drawing on the experience from Premier League in UK,some measures should be taken for the Chinese Football Association:①The policy of“transfer adjustment fee”should be canceled;②The club's loss limit should be implemented with a hierarchical system;③The player's salary and expenditure form and the club's income and expenditure should be strictly defined;④The corresponding supporting measures should be improved.And it needs to formulate the club's financial fair competition rules as soon as possible to promote the healthy development of Chinese professional football.
