The Concept and Implementation of "Forest Industry Complex"

基于对"森林产业综合体"相关概念的辨析,提出"森林产业综合体"是以森林资源为基础,融入可持续发展理念,以林下种植、林下养殖、森林食品加工、森林研学、森林康养等复合功能为导向,实现森林生产、森林生活、森林生态的有机统一和一二三产业的深度融合的发展模式,具有系统性与协调性、功能复合性与产业融合性、资源利用生态化与价值实现最大化等特性;并提出了"加强基础理论研究、启动试点规划设计、配套落地保障措施、探索现代运作模式"等四点实施建议。

"Forest Industry Complex" is a development mode based on forest resources, which integrated with the concept of sustainable development, guided by the complex functions of under forest planting, including forest breeding, forest food processing, forest research, forest health, etc. To realize the organic unity of forest production, forest life, forest ecology, the paper also put forward some suggestions for implementation, which including strengthening the basic theoretical research, launching pilot planning and design,supporting landing safeguard measures and exploring the modern operation mode.
