关于节能审查意见“未批先建”项目节能监察相关问题研究分析

Research and Analysis on Energy Conservation Supervision Issues concerning the“Construction Before Approval”Projects from Energy Inspection Suggestions

开展固定资产投资项目能评制度落实情况检查是节能监察工作的一项重要内容,但是在实际工作过程中发现存在“未批先建”定义不清、后期处理措施不明等问题。本文通过系统分析,借鉴环评制度相关规定,研究提出了相对应的策略措施。

Carrying out inspections of the implementation of energy conservation assessment for fixed-asset investment projects is an important task of energy conservation supervision.However,in the actual work,it is found that there are some problems such as unclear definition of“build before approval”and unclear post-processing measures.Through systematical analysis and reference to the relevant regulations of the environmental assessment system,this paper proposes corresponding strategic measures.
