Measurement on China's Green Low-carbon Circular Developing Economic System Construction

研究目标:测度中国绿色低碳循环发展经济体系建设水平。研究方法:建立指标体系和指数,应用时空极差熵权法、基尼系数、泰尔指数、σ收敛模型和2012~2017年全国及省级层面的数据。研究发现:研究时期内全国及几乎所有省级绿色低碳循环发展经济体系建设水平都有所提升;只有发展动力指数改善显著,生产系统指数和发展效益指数改善幅度不大,生活系统指数则逐年下降;全国区域间绿色低碳循环发展经济体系建设水平总体平衡但有扩大趋势,不过区域间发展效益指数有收敛趋势。研究创新:在辨析绿色、低碳、循环发展异同的基础上,将发展动力与发展效益、生产系统与生活系统纳入统一的逻辑框架,全面立体地测度绿色低碳循环发展经济体系建设水平。研究价值:界定绿色低碳循环发展经济体系的科学内涵,揭示绿色低碳循环发展经济体系建设水平的变化趋势和区域差异性,为绿色低碳循环发展经济体系建设提供清晰可靠的决策依据。

Research Objectives:To measure China's Green Low-carbon Circular Developing Economic System Construction.Research Methods:Construct indicator system and index,use Time Space Range Entropy Weight,Gini Coefficient,Theil Index,σ convergence model and national and provincial data in 2012~2017.Research Findings:In the whole studied period,national and almost all the provincial Green Low-carbon Circular Developing Economic System Construction(GLCDESC)showed some improvement;development forces index was the only one index showing large increase,whereas production system index and development benefits index increased by a bit and household living system index decreased as time passed;provincialGLCDESCs were balanced but their gaps were enlarged in general,however,the regional development benefits index showed convergence.Research Innovations:Integrate development forces and development benefits,production system and household living system into a unified logistical framework to measure the GLCDESC in an all-around way,based on indentifying the differences and consistencies among green development,low-carbon development and circular development.Research Values:Reasonably define the scientific features of GLCDESC,reveal the trend and regional differences of China's GLCDESC,provide clear and reliable decision making basis related to GLCDESC.
