摘要 分类管理是实现高校多样化发展的关键举措,其中涉及四个重要议题。一是确立促进院校特色发展进而实现高等教育系统优化的分类管理政策目标,提高院校办学职能与社会需求的契合度;二是综合高校原型(理念)、现实类型和发展类型的三种分类观,明晰分类研究的方法论;三是搭建一个政府主导、市场调节、高校自主、社会参与等多元主体共同参与的工作框架,形成有助于院校理性分化的政策环境;四是科学使用分类结果,完善分类目标的确认制度和分化激励机制,淡化分层示范效应。 It’s a key measure to classify management for diversified development of colleges and universities.It involves four important issues.The first is to establish the classification policy objectives to promote college development in accordance with its characteristics and to optimize higher education system for satisfying its social needs.The second is to make clear the methodology of classification research by analyzing methods of prototype(idea),reality type and development type of higher learning institutions.The third is to build a multi-subject participation working framework of government-led,market-regulated university autonomy and social participation,under which a policy environment could be formed to be conducive to rational differentiation of colleges and universities.The fourth is to scientifically use classification results,to build the recognition system of classification target and the differentiation incentive mechanism,and to dilute the effect of stratification policies in higher education system.
