摘要
在老龄化趋势发展迅速、老年教育需求激增的背景下,社会力量参与老年教育成为扩大老年教育供给、提升老年人学习品质的重要举措。上海市在"十三五"期间着力开展了老年教育社会学习点的建设,通过政策扶持机制、标准指引机制、流程导向机制、现场调研机制、对标联动机制、分阶段实施机制等鼓励多方力量提供老年教育课程和特色学习项目。相关老年教育机构发挥专业指导与服务功能,各社会组织作为建设的主体积极参与,已形成了一定成果并积累了宝贵的经验。
Under the background of rapid demographic aging and the surging demand for the elderly education,the participation of social force in the elderly education is an important measure to expand the supply of the elderly education and improve the learning quality of the elderly.During"the 13 th Five-Year Plan"period,Shanghai focuses on the construction of social learning branches for the elderly education,and encourages various force to provide the elderly education courses and characteristic learning projects through policy support mechanism,standard guidance mechanism,process guidance mechanism,on-site investigation mechanism,benchmarking linkage mechanism,phased implementation mechanism,etc.Relevant elderly educational institutions play the role of professional guidance and service,and social organizations participate in the construction as the main body,which has formed certain achievements and accumulated valuable experience.
